ROLE
– Act as the main Services Operational Resilience point of contact for the assigned cluster, acting as a liaison between the Business and the Enterprise Resilience group.
– Support Operational Resilience initiatives for the cluster, providing oversight across all in-scope jurisdictions.
– Oversee the identification of Critical Business Services within the Investor, Issuer, Trade and Liquidity domains, the mapping of interdependencies, and the setting of impact tolerances.
– Support local CBS coordinators by preparing first drafts of criticality assessments, leveraging and improving prior assessments.
– Support the implementation of robust product and operational frameworks for incident response, recovery, and business continuity planning specific to the in-scope Services businesses.
– Support scenario and stress testing initiatives to validate the resilience of critical business services, helping the business identify and remediate vulnerabilities by tracking Operational Resilience remediation plan updates executed by CBS local coordinators and ensuring resolution.
– Ensure all new and existing Investor, Issuer, Trade and Liquidity products and services comply with cluster operational resilience regulations and relevant regulatory frameworks.
– Support the Enterprise Resilience team’s engagement with regulatory bodies on operational resilience matters related to Investor, Issuer, Trade and Liquidity — including preparing for and responding to regulatory inquiries, audits, submissions, and exams.
– Lead meetings with the cluster CBS teams.
– Report on Operational Resilience in the respective geographic Risk and Control/Governance Forums.
– Disseminate information from Enterprise Resilience meetings to the relevant teams.
– Ensure timely completion of deliverables and sign-offs.
– Coordinate materials for stakeholder briefings.
– Generate CBS status reports and contribute to the overall Operational Resilience status report.
– Support the Operational Resilience Global Lead with client engagement and executive presentation content for Client Operational Resilience requirements.
– Reconcile Operational Resilience artifacts for milestone submissions, ensuring completeness and accuracy, and maintain records in Fusion.
– Create and maintain the list of CBS stakeholders and Operational Resilience records in SharePoint and Fusion.
– Maintain the CBS SharePoint site for audit purposes.
– Track and follow up on Impact Tolerance breach attestations.
– Contribute to the implementation and oversight of the Control Framework, ensuring CBSs adhere to MCA controls and that evidence of control execution is provided to Control Testing Units.
– Help assess the effectiveness of existing controls, identify areas for improvement, and drive the implementation of necessary changes.
– Help drive control enhancements focused on increasing efficiency and reducing risk.
– Support In-Business Risk, Operational Risk Management, and Audit observations and exams by gathering evidence and providing responses.
– Identify risks associated with new activities and business changes, ensuring effective management.
– Apply business knowledge to identify and contribute to the implementation of control points and processes that safeguard the firm and its assets.
– Champion a culture of continuous improvement in operational resilience performance.
– Oversee Fusion tool testing and usage, and develop expertise in Fusion, DataVerse, Operational Resilience dashboards and AI tools.
– Develop communication materials for varied audiences and lead Operational Resilience training initiatives.
– Create and maintain Investor, Issuer, Trade and Liquidity Operational Resilience Control Manuals and Checklists.
REQUIREMENTS
– Bachelor’s degree with 5–8 years of relevant experience.
– Proven project management experience, with the ability to drive Operational Resilience implementations based on project management principles.
– Strong understanding of Continuity of Business and operational resilience regulations, with awareness of the industry’s Operational Resilience regulatory landscape.
– Knowledge of operational and compliance risks.
– Proficiency in diagnosing root causes, developing corrective actions, and leveraging lessons learned for process improvements.
– Knowledge of Investor, Issuer, Trade or Liquidity products is a plus.
– Ability to work independently, adjust priorities quickly, and manage deadlines or unexpected changes under pressure.
– Demonstrated problem-solving, decision-making, analytical, and influencing skills.
– Strong stakeholder engagement skills, with the ability to lead meetings, coordinate across teams, and represent Operational Resilience in governance forums.
– Clear and concise written and verbal communication, with the ability to create comprehensive documents, reports, and procedural manuals related to Operational Resilience.
