ROLE
– Support the construction of transmission site HSSE strategy, guidelines and procedures in line with Apraava Energy policies and monitor adherence.
– Participate in the development/modification of transmission HSSE guidelines & procedures, providing inputs to the State Transmission Line Construction Lead.
– Draft weekly, monthly, and annual HSSE statistics reports for the construction site and communicate them to employees and contractors.
– Drive regular updates of asset data in the HSSE management system.
– Monitor and roll out the HSSE audit plan and follow up on audit recommendations implementation.
– Analyze risk assessments from various assets, taking corrective action or escalating issues as required.
– Coordinate with the construction team to ensure timely availability of quality safety equipment/services and support vendor selection and qualification.
– Drive implementation of HSSE processes to elevate regional asset HSSE performance to world‑best standards.
– Support the State Transmission Line Construction Lead to ensure safety across the construction site.
– Drive monthly safety campaigns and submit weekly reports to the corporate office.
– Conduct near‑miss analysis based on severity and quality.

– Maintain presence on asset sites to monitor adherence to HSSE expectations and report incidents.
– Train employees on environment and waste management and provide guidance for timely issue resolution.
– Build and maintain relationships with key stakeholders to promote Apraava Energy’s HSSE image.
– Develop strong relationships with safety equipment vendors/suppliers to secure favourable deals.
– Interface with government agencies for statutory compliance.
– Provide support to the project team at construction sites to maintain a strong HSSE culture and achieve zero incidents.
– Conduct site inspections to identify hazardous situations during civil foundation, tower/structure erection, and stringing works.

PRINCIPAL ACCOUNTABILITIES
Accountabilities
Major Activities
Support in the construction of Transmission site, HSSE strategy, guidelines and procedures in line with overall Apraava Energy policies and monitor adherence to the same to drive a strong HSSE culture and maintain a positive safety culture at site
Partake in the development/modification of Transmission HSSE guidelines & procedures in line with overall Apraava policies and regional HSSE regulations by providing required inputs to the State Transmission Line Construction Lead
Draft weekly, monthly, and annual HSSE statistics reports for the construction site detailing all safety incidents on a basis of data from employees, O&M and OEM contractors and sub-contractors and communicating the same to employees at respective assets.
Drive regular updates of assets data in the HSSE management system
Monitor and roll out HSSE audit plan and follow up on audit recommendations implementation by the asset teams/ OEMs
Analyze risk assessments by various assets taking corrective action/escalating the issue if required
Coordinate with the Construction team to ensure timely availability of quality safety equipment/services in line with Apraava standards; support the vendor selection and qualification process assessing the vendors for their performance in line with HSSE guidelines
Drive implementation of HSSE processes to help elevate regional asset HSSE performance to world best standards
Support

Drive Monthly Safety Campaigns and submit weekly reports to corporate office.

Develop and deliver introductory site/job specific HSSE induction modules to staff, workmen, contractors and sub-contractors
Periodically conduct safety meetings, toolbox talks, observe safety day, environment day, fire day etc. to spread awareness regarding basic safety procedures, probable safety incidences and Apraava HSSE standards, guidelines and procedures
Ensure presence on asset site to monitor adherence to Apraava HSSE Expectations Documents, guidelines and apprise supervisor about safety incidents on a regular basis
Train employees on Environment and Waste management providing guidance for timely issue resolution
Build and maintain mutually beneficial relationships with all key stakeholders within the limits of organizational guidelines and policies to help promote Apraava Energy’s image as a HSSE conscious organization
Develop strong relationships with safety equipment vendors/suppliers to help secure favourable deals for Apraava Energy
Interface with government agencies for statutory compliances etc. to ensure Apraava Energy’s interests are not damaged by the same
Provide Support to project team at Construction site to drive a strong HSSE culture and maintain zero incident during construction
Carry out inspections on site to determine hazardous situations due to varying working conditions during civil foundation, Tower/Structure erections and Stringing works in transmission and substation construction works.
Specify the adequate personal protective equipment needed in transmission line, and make sure that workers know how to handle tools and equipment properly.
To prepare/ review various Risk Assessment/ JSA and method statement for all activities in transmission line construction.
To execute and monitor accident prevention program at construction sites to achieve ZERO HARM Goal.
Accident investigation and gather evidence to determine its root causes to prevent similar accidents from happening again.
Continuous inspection of project sites, to ensure a hazard-free environment and to support contractor HSE team for the compliance of all requirements.
Assessment and approval of subcontractor safety plans
Verification of tools and equipment to ensure good quality for use of workers
Carrying out Mock drills and exercises on managing emergency situations
Verifying that all safety reports are submitted in time as per Apraava requirements.
Responding to workers’ safety concerns
Manages all communications with different working departments in regards of safety
Coordinates all issues regarding hazardous materials or waste segregation and disposal
Assisting with the preparation of a construction health and safety plan
To check and evaluate the effectiveness of the implementation, action taken or proposed to be taken to prevent incidents at site.
Attending project planning meetings and collaborating with
construction managers
Establishing and maintaining health and safety communication structures
To organize/ support on HSSE committee meeting with all stakeholders.
Testing effectiveness of site emergency response plans
Continuous monitoring of all safety related documents reports and issues to keep them updated.
To support on environmental and sustainability aspect and its implementations.
To drive and promote best safety practices from transmission line industry.
Drive BBS Implementation at site
Arrange to conduct training to develop BBS Observers, coordinate in Monthly Steering committee meeting as Secretary, conduct Analysis of BBS observations, arrange Reward and Recognition for best observers of the month etc.

SKILLS AND KNOWLEDGE
Educational Qualifications
Bachelor’s Engineering Degree in Electrical/Mechanical/Electronics/Civil/Safety etc. along with Advance Diploma or Post Graduate Diploma in Industrial Safety course approved by State Technical Education Board or RLI (Regional Labour Institute) or Director Industrial Safety & Health (Factory Inspector) with experience of minimum 8 years in handling HSE for similar activities/projects (Renewable, Thermal Power Plants, Oil & Gas etc.) with knowledge of local language.
Or,
Diploma Engineering in Electrical/Mechanical/Electronics/Civil/Safety etc. along with Advance Diploma or Post Graduate Diploma in Industrial Safety course approved by State Technical Education Board or RLI (Regional Labour Institute) or Director Industrial Safety & Health (Factory Inspector) with experience of minimum 12 years in handling HSE for similar activities/projects (Renewable, Thermal Power Plants, Oil & Gas etc.) with knowledge of local language.
