Job Description: HSE Head – Data Centre Project
Position Overview
The HSE Head will be responsible for establishing and maintaining a world-class health safety and environmental management system for the data centre project. This role requires a strategic leader who can design comprehensive safety frameworks while ensuring practical implementation across all project phases from construction through commissioning and handover.
Key Responsibilities
Strategic Planning & Policy Development
Design and implement comprehensive HSSE strategies aligned with data centre industry best practices and project-specific requirements
Develop site-specific safety procedures work method statements and emergency response plans tailored to data centre construction environments
Establish safety performance targets and continuous improvement initiatives
Ensure alignment with ISO 45001 ISO 14001 and relevant local regulatory frameworks
Risk Management & Compliance
Conduct systematic hazard identification and risk assessments for all project activities including high-risk operations such as electrical installations HVAC systems and critical infrastructure work
Perform comprehensive job safety analyses (JSA) and implement hierarchy-of-control-based preventive measures
Execute routine site audits and inspections to monitor compliance with local regulations international standards and client specifications
Maintain permit-to-work systems for high-risk activities including hot work confined space entry working at height and electrical isolation
Incident Management & Investigation
Lead thorough root-cause analyses for all workplace incidents near-misses and unsafe conditions using recognized investigation methodologies
Track corrective and preventive actions (CAPA) through to verified closure ensuring lessons learned are disseminated across the project
Manage incident reporting systems and maintain accurate records for regulatory and client reporting requirements
Training & Culture Development
Oversee comprehensive safety orientation programs for all staff subcontractors and visitors
Plan and conduct regular emergency drills including fire evacuation medical emergency response and crisis management scenarios
Lead behavioral safety campaigns and safety leadership programs to foster a proactive safety culture
Mentor project teams and contractor personnel on HSE expectations and best practices
Performance Monitoring & Reporting
Establish and track key performance indicators (KPIs) including leading and lagging indicators such as safety observations training completion rates incident frequency rates and lost-time injury statistics
Prepare regular HSSE performance reports and dashboards for senior leadership clients and regulatory authorities
Conduct management reviews and present improvement recommendations to project stakeholders
Required Qualifications
Education & Certifications
Bachelor's degree in Occupational Health & Safety Engineering Environmental Science or related field
Professional HSE certification (NEBOSH International Diploma IOSH or equivalent) required
Additional certifications in emergency response fire safety or construction safety preferred
Experience
Minimum 10-12 years of progressive HSE experience with at least 5 years in leadership roles
Proven track record managing HSE on large-scale data centre industrial or critical infrastructure projects
Extensive experience with construction phase safety management and contractor coordination
Demonstrated success implementing HSE management systems from project inception
Technical Knowledge
Deep understanding of data centre construction hazards including electrical systems cooling infrastructure raised floor installations and MEP coordination
Thorough knowledge of local HSE regulations and international standards (ISO 45001 ISO 14001 OSHA IFC/World Bank EHS Guidelines)
Proficiency in risk assessment methodologies incident investigation techniques and HSE auditing protocols
Familiarity with data centre design standards and critical environment operations
Skills & Competencies
Strong leadership presence with ability to influence at all organizational levels
Excellent communication and presentation skills for diverse stakeholder engagement
Analytical mindset with data-driven decision-making capabilities
Cultural awareness and ability to work effectively in multicultural project environments
Proficient in HSE management software reporting tools and Microsoft Office Suite
Problem-solving orientation with pragmatic approach to safety implementation
Key Relationships
Reports to: Project Director / Senior Management
Collaborates with: Project Managers Construction Managers MEP Coordinators Quality Teams Subcontractors Client HSE Representatives
Manages: Site HSE Officers HSE Coordinators and safety support staff
Working Conditions
Full-time position based at project site with regular site inspections across all construction areas
Availability for emergency response and incident investigations outside regular hours
Physical requirements include ability to conduct site walks climb ladders and access all construction zones with appropriate PPE
